Your phone rings and, before you decide anything, it has already told you a story: a name, a number, maybe a city. That block of text is caller ID, and almost everything people assume about it is wrong. Your phone doesn't verify it. Your carrier didn't necessarily supply it. And the name usually comes from a completely different system than the number.
Caller ID in one sentence
Caller ID is the number and name transmitted alongside an incoming call so the receiving phone can display who is calling before it's answered.
The key word is transmitted. Caller ID is metadata that rides along with the call. It's asserted by the originating side and passed on by the carriers in between. Your phone doesn't investigate it or prove it, it renders what arrived. That single design decision, made when the feature launched in the late 1980s, explains every quirk below.
In carrier documentation you'll see it called Calling Line Identification (CLI), CLID or CNID. Same thing.
The number and the name are two separate systems
This clears up most caller ID confusion instantly.
The number, the Calling Party Number (CPN), travels inside the call's signaling: an SS7 setup message on legacy networks, or SIP headers on modern VoIP calls.
The name doesn't travel with the call at all. It's a separate lookup called CNAM. When a call arrives, the receiving carrier takes the incoming number and queries a CNAM database, a "dip", which returns a display name. Those databases are populated from carrier records that the calling business is responsible for keeping current.
Three things follow from that:
- CNAM is capped at 15 uppercase characters, which is why businesses show up as
ACME PLUMBING IorWIRELESS CALLER. - Each dip costs the receiving carrier money, so many carriers skip it entirely.
- The calling party doesn't control your screen. They control a database record; your carrier decides whether to look at it.

How it reaches your screen
- Origination. The caller's phone, PBX or platform hands a calling number to its voice provider.
- Attachment. The provider inserts it into the call's signaling and, on IP networks, signs it with a STIR/SHAKEN certificate.
- Transit. The call crosses intermediate carriers. Signaling is usually preserved, though older hops can degrade or drop fields.
- Termination. Your carrier optionally verifies the signature, optionally runs a CNAM dip, and runs reputation scoring that may add a spam label.
- Display. Your phone checks your contacts first, then falls back to whatever the network supplied.
Why the name is so often wrong or missing
Caller ID failures are almost always mundane rather than malicious:
- No dip was performed. Most mobile carriers skip CNAM by default, so the same call shows a name on a desk phone and a bare number on a cell.
- The record is stale. A company rebranded, changed carriers or ported the number, and nobody updated the entry. These records sit untouched for years.
- The number is new. Recently assigned numbers often have no CNAM record at all.
- Signaling was lost in transit. International routes and legacy interconnects are the usual culprits.
- The caller withheld it.
*67(or141in the UK) sets a presentation-restricted flag: the number is passed along, but the network is told not to display it.
Display, not identification
Because caller ID was never designed to be verified, presenting a number other than the physical originating line has always been straightforward, and it's routine in ordinary business telephony. The FCC's own consumer guidance uses everyday examples: a doctor calling a patient from a mobile while displaying the office number, or a business displaying its call-back line. Call centres, hospital switchboards and sole traders all do the same.
The law draws its line at intent, not technique. The Truth in Caller ID Act prohibits transmitting misleading caller ID information with intent to defraud, cause harm or wrongfully obtain anything of value. Presenting a number you own and answer is ordinary practice. Impersonating a bank, an agency or another person to extract money or credentials is fraud, and the fact that caller ID makes it easy has never made it lawful.
The practical rule for receiving calls follows directly: caller ID tells you what someone chose to display, nothing more. If a call asks for money, a passcode or remote access, hang up and call back on a number you looked up yourself.
STIR/SHAKEN, briefly
Since caller ID has no built-in trust, the industry bolted one on. STIR/SHAKEN lets originating carriers cryptographically sign caller ID and lets other carriers validate it before the call reaches you. US providers were required to implement it across the IP portions of their networks by June 2021.
The signature carries an attestation level describing how much the originating provider actually knows:

What it doesn't do: STIR/SHAKEN proves a number is legitimately in use. It says nothing about whether the person on the line is honest. A verified checkmark is not a safety guarantee.
Controlling your own caller ID
- Hide it per call.

WIRELESS CALLER? Ask your provider to submit a record, and get it right inside 15 characters. - Look at branded calling. Newer programmes let verified businesses push a name, logo and call reason to supported handsets. A real fix rather than a CNAM workaround.
FAQ
Why does my phone show a number but no name? Almost always because your carrier didn't run a CNAM lookup; most mobile carriers skip it by default. It can also mean the number has no CNAM record, which is common for newly assigned numbers.
Can caller ID be faked? Yes. It was designed to be displayed, not verified, so the displayed number can differ from the originating line. That's why STIR/SHAKEN exists, and why caller ID alone is never proof of who is calling.
Can I change my caller ID to anything I want? Close, but not literally anything. Spoofey lets you set the number shown on outbound calls: your main business line instead of a direct extension, a call-back number customers recognise, or simply something other than your personal mobile. Numbers belonging to banks, payment providers, government agencies and emergency services are blocked, and accounts that try get closed.
What does the checkmark next to a call mean? The call carried a valid STIR/SHAKEN signature and the originating carrier attested the caller has the right to that number. It confirms the number, not the person.
Why do I get calls from numbers similar to mine? Neighbour spoofing: displaying a number sharing your area code and prefix to raise the odds you'll answer. Don't call back; returning the call signals that your line is active.
Does caller ID work the same internationally? The number usually survives international routing, though it can be stripped or reformatted at interconnects. CNAM is largely a North American system, so names rarely cross borders, and verification frameworks are national, so calls from abroad typically arrive unsigned.
